Kelious Mlenga is a Malawian lawyer with more than 17 years professional experience as a legal practitioner with practical masterly expertise in drafting and interpreting both principal and subsidiary legislation, drafting and reviewing domestic, regional and international agreements/contracts.

 

Mr. Mlenga is a holder of LL.M degree specializing in International Trade Law from the prestigious and award -winning University of Cape Town in the Republic of South Africa, LL. B (Hons) degree from the University of Malawi and Post-Graduate Certificate of Proficiency in Legislative Drafting in Commonwealth Member States awarded by the Ghana School of Law in conjunction with Commonwealth Secretariat. Mr. Mlenga holds several professional certifications in management of pension funds, telecommunication policy, regulation and management, negotiation of mine development agreements, consumer protection, licensing, regulatory compliance and enforcement and leadership change and management.

 

The areas of his masterly includes in the extractive industry sector, telecommunication law, competition law, trade law, procurement and supply chain management, tourism and finance, among others. Mr Mlenga  also possesses in-depth understanding of regional integration and cooperation, international trade in a regional and international context and has negotiated several complex agreements in various areas of law under involving the World Bank, AfDB, A.U., COMESA, SADC, NEPAD, IFAD and OFID.

Mr Mlenga  has also held several senior managerial positions and has vast experience in company secretarial services and litigation management. He has appeared in the Supreme Court of Malawi, the High Court of Malawi and Subordinate Courts thereto since December, 2006.

 

He has worked at Ministry of Justice as a Legal Aid Advocate, and later as Legislative Counsel from December 2006 to April, 2019 after rising up to the rank of Deputy Director in the Department of Drafting. He later joined the Malawi Communications Regulatory Authority as the Licensing Manager and later in 2020 promoted to the position of Deputy Director of Legal (Responsible for ICT Consumers’ Rights Protection).
